Ok, so I bought this card - GV-R585OC-1GD - http://www.gigabyte.com/products/product-page.aspx?pid=3354

When I use it in dual monitor mode, it flickers a lot when I'm not running any games. For example if I'm in the Windows desktop. Looks like this (someone elses video):

This problem doesn't happen when I'm in single monitor mode, or if I'm running a game.

I found a thread here that says it's due to the clocking down during idle - http://www.overclockers.com/forums/showthread.php?t=626988

I confirmed this by using the AMD GPU Clock Tool to force the GPU/Memory clock to 765/1000. It stops flickering at that point. But my PC's power consumption increases by about 60W after that, and that's something I'd rather avoid (costs about $100 in electricity every year...).

So, do any of you face this, and how do you deal with it?
